Elections remain the foundation of the relationship between society and those who govern it, but they are an instrument of coarse adjustment. Through the long intervals between them, an authority total in reach, compulsory in force and daily in operation answers to no structured accountability whatsoever: not those elected to it, and still less those appointed.
This is not a flaw in democracy. It is an imbalance between two sides of society, and a deficit of infrastructure.
The moment an electorate turns back into a population, its members return to their accustomed defencelessness against incompetence, contempt, indifference and the caprice of those who hold the inter-electoral indulgence. The deficit of democratic accountability begins to look like democratic impunity.

The Teisond Platform is public digital infrastructure for feedback that is non-coercive, informal and enduring. It gives the citizens of a country, as verified users of the Platform, a simple, unimpeded and cost-free means of expressing a personal judgment, in the form of trust or distrust, on any official of that country exercising state or municipal authority.
No justification required. No personal data disclosed. By one's own choice. At any time.

Identity verification takes place when the first judgment is rendered, against a government-issued document and with a biometric check in real time. One verified account per citizen of a country.
The identities of users and their individual judgments are protected cryptographically. Only aggregate indices are published. The Platform is technically incapable of profiling the views or preferences of its users.
A judgment is perpetual: it stands until the citizen changes or withdraws it. The legitimacy index is a regular snapshot of all standing judgments on an official, the share of trust among all those who have spoken.

Elected authority considers itself legitimate by virtue of having been elected; appointed authority, by virtue of descending from the elected. On that understanding the acquisition of legitimacy is a single act, its consequences inherited and presumed. The position of the Project is the antithesis: legitimacy is not an indulgence but a condition, its continuous monitoring a matter of urgent public interest, and public compulsion becomes legitimate only where the apparatus of authority is competent, fair and honest.
Yet in modern democracies the voluntary acceptance of compulsion rests on no working mechanism by which the judgment of citizens might bear upon the authority exercised over them day after day. The decision that shapes a life is taken in a room the person will never enter, by someone they cannot reach. Holding no lever over the quality of everyday administration, they lose any sense of control over their own life; what follows is familiar enough – political apathy, estrangement, and disbelief that anything can be changed. What breaks is the resilience of a person grown used to being a victim of circumstance and the executor of another's will.
Reduced to enforced passivity, a person ceases to be the author of their own life. And a society that thus deprives the individual of the right to a position of their own turns its democratic order, inevitably, into a formal decoration.

For centuries the state and its authorities have dominated the field of public communication, ignoring or blocking feedback from citizens. When that imbalance sharpens, the consequences are inevitable and plain: ineffective decisions, a crisis of legitimacy, a democratic deficit, political estrangement, a rupture in communication. A verified civic signal, protected against manipulation, is by contrast an instrument of early detection for an administrator at any level.
Teisond opens the counter-flow. Those vested with public authority see, for the first time, at any moment rather than once in an electoral cycle and in full analytical depth, how their governance is received by the governed.
Teisond runs as a multi-tenant platform: a single codebase serves every active country at once. Each country runs on its own isolated configuration and database, while sharing the same logic for index calculation, data governance and anti-manipulation safeguards.
Every active country in the network has its own national database of officials, national level at minimum, built and maintained from official government registers and publicly available institutional records. Where a national Platform is inactive, the national database is still being built or is due for an update. Connecting a new country to the central network is deliberately simple and takes a matter of days; a national platform may also be deployed independently, outside the network, under franchise and provided Teisond standards are observed without exception.
Quantified and continuously updated, the record of public legitimacy at every level of authority forms a category of data that did not exist before. Media gain a continuous source of news and verified data across the whole of public administration, and can report political events in the language of legitimacy. Value belongs to those who create it. In the hands of the evangelists of the platform economy that fair proposition became a cynical marketing device, contrived to legitimise the free exploitation of user-generated content, and at best an instrument of symbolic inclusion, in which empty simulacra of participation mask the old architecture of appropriated revenue, preserved intact.
The judgments of citizens are data with measurable economic value. Teisond rejects the logic of the much-touted models of platform cooperativism, which offer the illusion of control in place of a real share of the capital, as both ethically inconsistent and architecturally unsound. Infrastructure that measures the legitimacy of authority stands in need of legitimacy itself, and the highest guarantee of acquiring and holding it is that legitimacy should derive directly from those who are the constitutional source of power: from citizens turned from a passive resource into full co-owners of the ecosystem.
The Teisond protocol provides for the direct transfer of a share in the ownership and governance of the Platform to verified citizens with a standing judgment; the status of co-owner is acquired through a DAO mechanism, in the form provided for by the law in force in the relevant jurisdiction.

Teisond supports no political party, movement or ideology in any country. Should that position ever change, we will make the change public before it takes effect.
We do not interpret, welcome or criticise the figures produced by monitoring. "The data speak for themselves" is not a slogan but a protocol.
No person, from within or without, can alter a figure generated by the system, whether by manual or by programmatic intervention. Every change to the algorithm, initiated by the operator of the Platform, is publicly documented and published before it is brought into force.
The Charter of Neutrality defines what we will not do. The Sovereignty and Trust Framework explains why, by our very construction, we cannot.
The data of each country are held in a separate, isolated national database, on cloud infrastructure subject to European data protection law. Access to a national database exists only from within that country's own Teisond Platform.
Identifying data are converted into a cryptographic fingerprint at the moment of verification. What enters the system is not a name or a set of personal particulars but a digital record, a chaotic string of characters. No means of reversing it exists.
All figures are computed automatically from aggregated judgments, by published formulas. No administrative interface exists for altering an algorithm or the results of its computation.
The civic circuit of the Platform carries no charge for participation. The infrastructure is maintained at the expense of those who buy the Platform's information products. Civic participation creates the value, the Platform generates the added value, and the data secure its economic self-sufficiency.
The architecture of Teisond excludes any identification of a participant, whatever their standing, whether a verified author of judgment or an ordinary user. The publicity attaching to a citizen who becomes a co-owner of the Platform does not set aside the rule of anonymity of participation and of authorship of judgment.
A judgment is rendered, changed and withdrawn at the free choice of the citizen, at any time and without explanation of any kind. The absence of a judgment is the citizen's right; neutrality is not recorded. An account is created and deleted in a single action, without explanation and without trace; standing judgments cease to have effect, and the fingerprint is destroyed.
The right of the citizen, as a user of the Teisond Platform, to confidentiality and to full control over their own personal data is protected by the European General Data Protection Regulation (GDPR). The Platform operates within the legal framework of the Regulation, whatever the jurisdiction of the national Teisond Platform.
